Non mi è chiara differenza fra speed e speed rate anche perché spesso le ho trovate tradotte entrambe con velocità.

Explanation:
Premettendo che la mia proposta generalmente traduce "operating speed" e non "speed rate" e premettendo anche che avrei tradotto "speed" e "speed rate" allo stesso modo, ossia con velocità, nella tua frase metterei "velocità di esercizio/di funzionamento" per fare una distinzione con la maximum speed che la precede. Del resto sono due caratteristiche tecniche, quindi nel tuo contesto si inseriscono perfettamente.
