This is a latin term infrequently used in English, but which occurs many times in my present source document, e.g.:

Definitions of the latin term (as used in English) are not helpful. I have come across this problem before but did not find a satisfactory solution at the time.

Asker: Thanks for your further input. Actually, I have already decided on "under consideration" because if you look at all the examples then contextually that is the effect of it. Definitions of the Latin phrase are not much help, because I suspect that the Indonesian term has come via Dutch legal language where it may have been used in a specific way. Anyway, thanks again for your helpful comment.
