Spanish term or phrase: la restricción externa
From a text about informal employment in Argentina:

foreign restriction? external restriction? contraction of foreign investment?

foreign exchange constraint/limitations
Explanation:
economic growth entails a deterioration of the trade balance through a boom in imports not counterbalanced by the expansion of exports. So a depletion of foreign reserves ensues, which may result in the depreciation of the foreign exchange and an inflationary shock (imports are more expansive in local terms).

Countries with foreign exchange controls are also known as "Article 14 countries," after the provision in the International Monetary Fund agreement allowing exchange controls for transitional economies. Such controls used to be common in most countries, particularly poorer ones, until the 1990s when free trade and globalization started a trend towards economic liberalization. Today, countries which still impose exchange controls are the exception rather than the rule.

importaciones.

disagree  Billh: even in accordance with your references this does not refer to exchange controls which is very specific - this is an economic term
