Using Wikipedia's definition of localization ("Language localisation is the process of adapting a product's translation to a specific country or region"), I would say it is absolutely necessary if you want people outside your own country/region/culture to do business with you. Without localizing your communication material, they are more likely to misunderstand you, not take you seriously, in some cases be offended etc.

Of course this depends on the exact nature of your texts, the country/people you are trying to reach etc; in some cases, this would be more of a problem than in others. Specifying your question may get you some more useful answers!
