It is not Kurdish Langauge both its dialects; Sorani and Kurmanji, however, it is more likely to be Assyrian language as I searched for it, it is closest to the alphabet of Assyrian Language, it is widely used in Iraq especially in those cities that Assyrian people live in such as; Kirkuk and Erbil.

It's eastern/Madnhaya Syriac script and the language is Neo-Aramaic (Assyrian). The text says:
ܒܟܘܢܐ ܝܢ ܒܟܐܬܐ ܩܐ ܫܝܬܐ ܚܬܐ
bkhwanā īn bkhātā qā šītā ḥatē
A boy or a girl for the new year.
