Madde 1-Bu Kanuna ekli (1) sayılı tabloda yazılı kağıtlar Damga Vergisine tabidir.
Bu kanundaki kağıtlar terimi, yazılıp imzalamak veya imza yerine geçen bir işaret konmak suretiyle düzenlenen ve herhangi bir hususu ispat veya belli etmek için ibraz edilebilecek olan (Değişik: 5228/59-4/a md.) (Yürürlük: 31.7.2004) belgeler ile elektronik imza kullanılmak suretiyle manyetik ortamda ve elektronik veri şeklinde oluşturulan belgeleri ifade eder.
Yabancı memleketlerle Türkiye`deki yabancı elçilik ve konsolosluklarda düzenlenen kağıtlar, Türkiye`de resmi dairelere ibraz edildiği, üzerine devir veya ciro işlemleri yürütüldüğü veya herhangi bir suretle hükümlerinden faydalanıldığı takdirde vergiye tabi tutulur.

PART ONE
Tax Liability and Exceptions
Subject
Article 1 –The written papers, which are attached to this Act of the table (1), are subject to the Stamp Tax.
The term of papers in this law refers to sign a written or signature instead of a sign placed through organized ,and a matter that can be submitted any proof or specific to the (Amended: 5228/59-4/a art.) (Effective Date: 31/07/2004) documents with electronic signature by using magnetic media and documents created in the form of electronic data.
Documents, which held in foreign countries, foreign embassies and consulates in Turkey, have been submitted government agencies in Turkey, carried out undertake or clearing of accounts or by any wise benefited if the decision are subject to tax.
