: This sounds most natural to me... don't think I've EVER heard "best interest of the xxxx" used in real life... that's just me though. :-)

: This is best, since the idea is the interests of the child, he sort of "owns" those interests.

I think that "of the child" is another option as well. I would need to see more context to know how formal this document is.

: "Provided that" sounds better to me, although there's nothing wrong with "as long as" either.

I hadn't considered 'as long as' but I agree that it does work, but I also think "Provided that" is a better choice. Thank you Lucy!

Yo le cambiaría el orden de la oracion: Our agency tries to place them with relatives who are able to provide a safe and harmonious home as long as it is in the child's best interest.
Suerte.

(always) provided that it is in the best interests of the child
Taking Henry H's comment (under Mike's answer) one stage further, if this is a formal text it should have no apostrophes at all - neither it's nor child's.
In (UK) English, 'always' would normally be omitted at the start of a sentence - but is often included in subordinate phrases:
Provided that it is in the best interests of the child, we can do something...).
but
We can do (something), always provided that it is in the best interests of the child.
