btw, there is apparently such as thing as the concept of "pedagogical economy," which surely plays on the concept of political economy in the Marxist sense, but I don't think that fits your context well.

Yes, it is generally used narrowly to refer to actual instruction techniques and methodology, while "education" is used more broadly.

I've been a teacher for almost 40 years and can assure you that the term "pedagogy" is rarely used by native speakers of English any more. When it is used, it often refers to "methods of teaching" which has nothing to do with economics.
