list/pismo odmowne - w liczbie pojedynczej, żeby było jak w pytaniu :)).

pisma i odmowy

Tak bym ujął. O ile pamiętam, urząd wystosowuje pisma, a nie wysyła listy.

I raczej po prostu "odmowa", a nie "pismo odmowne".
