It seems to me that the word incubator, although, I know it has been officially used within this meaning, was a mistranslation in the first place. In English you cannot incubate a business, it is a word reserved for living things. This is why I translated the word as something different earlier. I would say the word should be 'generation': Working Women's Business Generation Centre.
