I know I've described it in an odd way above, but that's really what this document is, a kind of brochure overpraising the virtues of this prison, I assume for the benefit of some watchdog organisation or oversight body. It's title reads "Libro de Bienvenida". I consider "Welcome Book" too ironic/cynical for English-speaking audiences.
My brain's decided to have a day off (or perhaps a little piece of it died in the process of this translation), so I challenge my estimable colleagues to take a lunge at it.

A bit unromantic but does the job? I initially thought you meant it was a book mentioned IN the brochure, hence my suggestion "Visitors Book"

There are basically two types of prison visitor. One consists of normal visiting by family and friends of the inmates; the other concerns "official" visits, more akin to inspections, by visitors from different bodies.

And if it's for visitors, why not do a literal translation? I agree that "welcome book" would not be suitable for prisoners, but if they've chosen to call it a welcome book in Spanish, why not call it that in English?
