Une des raisons pour cette inadéquation est que le Ministère de la Santé ouvre au moins 4% plus de places ou concours que la capacité des institutions de formation des IDE (Infirmiers d'Etat) et SFE (Sage-femmes d'Etat) le permet.
De plus, l’Etat envoie environ 15% plus d’étudiants qu’indiqué dans l’arrêté portant sur l’ouverture du concours.

We can also use the gerund without any shift in meaning (usual in legalese): "dans l’arrêté portant sur l’ouverture du concours" = "in the Order launching the competitive entrance examination".
