"Propios" is a technical historical term in Spain and its former empire and refers to the property owned by a city, town or village: i.e., the municipality. It was property administered by the local council. So it was actually publicly rather than privately owned.

Many thanks, Lorena :-) No apology called for! // I see what you mean, though that would be "common land" in English. In principle the "propios" belonged to all the "vecinos". However, "municipal" does make it unequivocal. Un abrazo!

Thanks, Marie :-) Interesting reference, which shows that "propios" did, in a sense, belong to the community. But I do think Lorena is right and that "municipal" is the right word here.

Thanks, Robert :-) I don't think tierras de propios necessarily produced revenue, though in principle they certainly could. They also provided amenities. / Though come to think of it, all the uses of them I've seen did produce "renta".

Discussion
I used to see "propios" used like this all the time when I was doing historical research. Local councils of towns under the direct control of the Crown (not all were) had to ask the monarch for permission to spend their "propios". In the cases I was looking at, as a theatre historian, it was to build or repair their theatres.

Se llama bienes de propios a los bienes propiedad de un municipio que proporcionan una renta al mismo por estar arrendados. Generalmente son fincas rústicas, prados, dehesas, montes, etc. El municipio las arrienda, obteniendo así unos ingresos económicos. También se conocen como «los bienes propios» o «los propios». Cuando los bienes propiedad del municipio no se arriendan, sino que se aprovechan directamente por los vecinos se denominan «los comunes».1
En España fueron expropiados, en su mayor parte, en virtud de la ley de desamortización promulgada por el ministro de hacienda Pascual Madoz el 1 de mayo de 1855
