So, the proposed Eurodic translation in this context is "designation of public property". I suppose that if it's indicated in this way that suggests there is no exact equivalent in English. But you're still looking for "desafectaci�", right?

More context, following some research: A: The sentence belows illustrates how 'afectaci�' is the means whereby a property is 'linked/tied' to a mortgage, and here 'afectaci�' seems to be like an 'encumbrance' on the property (which it is)

I also considered 'designation as public domain assets' and removal from the public domain'. Finally, however, in mind teh different references within the text, and the need for antonyms, I have decided on 'classification/declassification as public domain assets', as the best possible and clearest solution that manintains the antonymity.... "

I believe this refers to the budget process.... appropriating funds and then releasing appropriated (or perhaps earmarked funds)
