Note from asker:

Discussion
Within the premises, there may be individual meters, provided by the building's owner / occupier, to 'check' exactly how much water is being used by certain services — for example, domestic water vs process water, or how much is used for the laundry vs the kitchen in an hotel; or how much is consumed by some particular machine. This is quite common in industry or in shared premises; for example, in the flats where I once lived, the landlord had fitted a meter to the feed to each unit, so that he could apportion the overall water bill correctly to each resident.
A 'check meter' can also be used to verify local consumption at a certain point or to a certain machine; this would then be as distinct from the main meter (usually sealed and provided by the water supply authority), and would probably be installed by the owner of the property or plant.
You ought to be able to tell from your wider context; if it is indeed the main meter for the incoming supply, then suggestion #1 remains plauisble; however, if it comes later in the circuit, that sort of rules out #1 and makes #2 more likely.
compteur d'eau de non-retour?
ou compteur d'eau anti-retour?
