Fee Rows refers to the cost recovery for services UNDP has provided to non-Atlas agencies. Whenever you make a payment to a non-Atlas agency using a cost recovery project and a fee-generating activity, Atlas automatically creates, in the project resources table, a service fee, that corresponds to the fee in Universal Price List. All fee rows should charge the non-Atlas agency service clearing account (fund 12000)
