海賊物のRPGビデオ・ゲームの下の紹介文の中で出てきました。"short sale"は辞書を引くと「〔証券の〕空売り」などとあり、ここでは当てはまらないと思うのですが、意味が分かりません。よろしくお願いいたします。

Here, I think it means something like "not an easy sell" which means it is not easy to convince someone to accept something as true.
In this context, it probably means that "trust" is not easily won - everyone doubts everyone and it takes a long time to earn trust.
