Burada "under-occupancy"nin anlamı sanırım "bir hanenin devletten kiralanmış olmasına rağmen içinde kimsenin oturmaması" gibi bir şey. Ama "under-occupancy" genel olarak bu yeni kira/konut yardımı bağlamında çok geçen bir kavram ve tam bir karşılığı olup olmadığını merak ediyorum. Yok ise de mesela bunu genelleştirirken "kullanılmayan haneler" diye basitleştirmek uygun olur mu?

Under Occupancy Ruling
What is it?
The Welfare Reform Act allows the Government to impose a bedroom tax on any working age household deemed to be under occupying their home and claiming Housing Benefit from April 2013.
What is the size criteria?
Housing Benefit will be restricted by the size criteria to allow for one bedroom for each person or couple living as part of the household, with the following exceptions:
Children under 16 of the same gender will be expected to share
Children under 10 will be expected to share regardless of gender
Disabled tenant or partner requiring a non resident overnight carer will be allowed an extra room
How will this effect you?
This will effect you if you are of working age and have spare bedrooms in your home and claim Housing Benefit. Your housing benefit will be cut by a fixed percentage of the rent initially set at 14% for one extra room and 25% for two or more extra bedrooms.

Aziz Bey'in verdiği açıklama elimdeki metne "yedirilmeye" daha uygun geldi kulağıma. Ama başka benzer metinler için sizin önerinizi de not aldım. |

Aslinda içinde kimsenin oturmamasi da sart degil. Aziz beyin de belirttigi gibi içinde az sayida kisi de oturabilir. Tabii neye göre az, bu bence çok göreceli bir kavram. Bir apartman dairesinde "under-occupany" var midir, yok mudur, nasil karar verirsiniz? Türkiye'yi ele alin. Bir dairede 1 kisi kalan da vardir, bir dairede 15 kisi kalan da. Nasil olur da bunlarin bazilarina "under-occupied" dersiniz? Bence anlamsiz...
Dünyada dev gibi evlerde tek basina yasayanlar da vardir (rahmetli Michael Jackson gibi), bizim dogu Anadolu'da oldugu gibi mütevazi bir evde bilmem 15 kisi yasayan da... Bunlarin hangisi under- veya over- occupied sayilir? YANIT: Hiçbiri. Ev son derece özel bir yapidir. Onun içinde kaç kisi oturulacagini sadece evin sahibi bilir.
