what is running time meant here? is it operation time?
In cement plants, Kilns are the heart of our Industry. The best performance can be measured based on the % Total Efficiency (capacity utilization) and on the running time (% Utilization).

yes, operating time - what's the %age of time kiln is actually used to produce cement...
as opposed to maintenance, downtime etc.
Running time comes from "running" a piece of equipment - keeping it in the operating condition. Since kilns consume a lot of energy (and are also expensive to build) they are the plant's bottleneck and the first focus of attention for optimization/improvement etc.

operational time
Here it means the amount of time the plant is running divided by the amount of time available for it to run. The opposite is "down time".
Usually it refers to films - how long a film really is, as opposed to how long it's rated to be (113 minutes running time for a 120 minute film say)

: This may be a US/UK quibble, but as a NA native I'd say 'operating time', since the plant could be operational (capable of operating) without necessarily being actually used (operating).
