This sentence is from a bid request regarding an IT solution:

"Syftet med denna [bilaga] är att beskriva Kundens krav och behov[.] Denna beskrivning gäller både under implementationsprogrammet och i kommande förvaltning."

What does "förvaltning" mean in this context?

I don't know a lot about the surrounding context of this document, so it's hard for me to answer that. But does it seem likely to you that "förvaltning" refers to one of the two "managements" you mention?

Whose förvaltning? It isn't clear to me from the quotes whether the förvaltning refers to the customer's future management of the system, or to the supplier's ongoing provision of management of the system, after the implementation period.
Clarification on this point might make it easier to choose a term.

Another sentence from the same document, which uses the preposition "under" before "förvaltning":

"I denna [bilaga] beskrivs kundens krav på leverantören vad avser utbildning under implementationsprogrammet och under förvaltning."

I would go with "administration" if förvaltning refers to a government. Like Anders stated, some additional context would be helpful.

future management

"förvaltning" is a bit ambiguous without any further context. But assuming it is simply the care and maintenance of the system "management" would be the proper term. If it is more concerning the activities of an authority (myndighet) it would rather be "administration", but even in this case "management" ought to suffice.
