Not much to go on here, but my in-house adviser says that 'slipsten' more often refers to the (now) old-fashioned grinding wheels you see in my references. Not just any 'sharpening stone'. I see this interpretation as more likely since your talking about an object that was worth describing and including in your estate back in 1812.
These are called 'antique' now-a-days, so you need to add that to your search to find references that make sense, since 'grinding wheel' is also a different kind of modern tool.
Thinking 'vindspel' is the right idea but my intuitive guess is that it is too complicated for the object described here. These grinding wheels could be 'hand-powered' (as I envision your object) or 'pedal-powered' with a food-pedal used to spin the wheel.
