Yes I failed to find an appropriate subject heading in the scroll-down list for further context. Motionsbehandling is an item on the agenda of a meeting or session of a decision-making body (e.g. Swedish Parliament). As such it only has a limited number of contexts, none of which involve physical exercise. Unfortunately, I have drawn a blank in all searches and standard Glossaries (Gullberg). Mr. Goltermann's suggestion is the best so far.

it really does need some context. It really isn't a Idiom nor Maxim nor Saying. (Admittedly I sometimes post questions without much context, but that's not because I am too lazy to properly write out the posting. When I do that, it is to verify something, usually an error in the original document, and to prove my point. If I really don't know what it means, then of course I provide reference information and context.)

So Poster: would you like to share some information about the use of this term, and some additional text and/or explaination?

"exercise therapy" is what this is literally.
