lowerable

I imagine these are boats that are lowered (rather than dropped) into the water using a winch system.
Peer comment(s):

agree Madeleine MacRae Klintebo : Både jag och Emil Smith håller med - "Fira ned en båt m.m. (to lower)"

Lowerable

'Ease off' or 'slack' can also be used, though when referring to a sail and not a boat like in your context.

hoistable

In strict sense "fira" means to _lower_ something by means of ropes/lines/cables and similar, but the up/down direction is pretty much implicit here.

"lower" is too general since you don't convey that the action is done strictly by means of a rope/pulley arrangement.
Peer comment(s):

neutral Madeleine MacRae Klintebo : Understand you reasoning, but all googling on "hoistable" and "sailing" results in pages about sails, masts and mast ladders. So I'm still with old Emil (1914) . He knew one or two thing about sailing
