schooling rate
Educational attainment rate is less correct, as it is a bit awkward in English. One does not attain an education, one attains (or achieves) a level of education.

Stats Canada é uma instituição de grande reputação e credibilidade. Não sei, no entanto, se nos EUA o termo utilizado seria este, mas parece-me que sim.
