Or "Wenn man Planungen am schieben ist, bekommt man eine ruhige Auflage der Maschine."

The phrasing is unidiomatic ("gut für Planung zu schieben") and it was probably not uttered by a German native speaker.
ruhige Auflage: I've found some references in connection with planing wood. It seems to suggest a smooth/steady cutting/shaving motion.

: Planung -> Planum/Planie // Reply to Daniel: I wouldn't use 'planing' because this term is more commonly used in the context of (road) pavements such as asphalt ('Fräsen'), whereas this Q refers to earth-moving operations/earthworks.

Hier geht es um den Hauptzweck einer Planierraupe: Vor einem S-Schild einen Erdhaufen zu schieben und dabei Löcher zu füllen und Erhebungen abzunehmen. Planieren eben. :-)
Das "gut um mit Boden jetzt bei zu arbeiten" passt zur obigen Sprachquälerei: Gemeint ist "beiarbeiten" im Sinne von "Material beifügen" (um die Vertiefungen zu füllen)
