The term voice-over refers to a production technique where a disembodied voice is broadcast live or pre-recorded in radio, television, film, theater and/or presentation.[1] The voice-over may be spoken by someone who also appears on-screen in other segments (e.g. Famke Janssen/Jean Grey in X2) or it may be performed by a specialist voice actor. Voice-over is also commonly referred to as "off camera" commentary.
The term voice-over can also refer to the actual voice actor who performed the recording. The terms voice actor, narrator, voice artist, announcer are all similarly used.

Example sentence:

Voice over is a narration by an offscreen announcer that provides backstory, or some other important story element, such as player objectives, or rules of weapon use or gameplay.
There is no harm in using its transliterated form either.

The term "voice over" is more related with translation than merely with voice. This is spontaneous translation of voice. In this sense we can say
According to Shabdkosh.com, voice over is पार्श्व स्वर।
Please see
http://www.shabdkosh.com/en2hi/voice over
This is also true as voice over is spontaneous translation of original voice.
In my opinion, the first (स्वरानुवाद) is more appropriate for this term.

The word "spontaneous translation" may create controversy. I do not want to indicate "Interpretation". Voice over is voice translation of text- It may be live or pre recorded. But the translation must be in voice- not in writings.
