Source text - French LA CULTURE AU SERVICE DE L’EMERGENCE
La vision de la politique culturelle nationale s’inspire des très hautes directives que le Président de la République Son Excellence Paul Biya a formulées de manière avant-gardiste, dans son ouvrage Pour le Libéralisme Communautaire, et dans ses différentes allocutions, dont celle, mémorable prononcée à la conférence générale de l’UNESCO en 2009. Sous ce rapport, le Ministère des Arts et de la Culture entend traduire l’objectif de développement de la culture sous trois axes à savoir (i) la conservation et la valorisation de la mémoire collective, (ii) le développement progressif de la créativité et (iii) la promotion de l’animation culturelle. Ceci en vue d’un rayonnement culturel international accru du Cameroun, ‘‘Afrique en miniature’’, véritable gisement de trésors artistiques et culturels. Ces trésors sont identifiables à travers ses 04 aires culturelles : Sawa, Grassfield, Soudano-sahélienne, Fan-Béti.
La culture, de ce point de vue, est appréhendée comme le socle identitaire et philosophique à partir duquel se construit l’Emergence du Cameroun. En effet, le Cameroun, prodigieuse mosaïque ethnique, voit dans la culture un vecteur de son unité et de l’intégration nationale.
Une rentrée culturelle et artistique, comme un « La »
La rentrée culturelle du Ministère des Arts et de la Culture, organisée en janvier 2016 marque l’ambition d’insuffler de l’effervescence dans la vie culturelle, mettant ainsi en avant le potentiel de création et de créativité dont regorge le Cameroun dans toutes les formes d’expression artistique, de même que le vaste trésor que constitue notre patrimoine culturel, matériel, immatériel et archivistique. Première du genre, elle a été placée sous le thème : « Fondements et enjeux culturels de l’Emergence ». Son objectif était notamment de « donner à voir ce que représente notre culture et entrevoir sa contribution à l’émergence de notre pays ». Les amoureux de la culture ont pu appréhender cette richesse culturelle à travers des journées portes ouvertes aux Archives Nationales, une exposition collective d’arts plastiques au Monument de la Réunification, une table ronde, des projections cinématographiques et une grande soirée pluri-artistique et culturelle à l’hôtel Hilton de Yaoundé, sous le signe de la ‘‘constellation’’ des talents et des générations.
La promotion du patrimoine culturel
Le ministère des Arts et de la Culture mène plusieurs activités dans ce domaine, elles portent entre autres sur : l’inventaire général et la revalorisation du patrimoine culturel matériel et immatériel, la réhabilitation des sites de mémoire collective (Archives Nationales et leurs annexes de Buéa, le Monument de la Réunification, le Monument des cinquantenaires de l’Indépendance), l’appui aux différents Musées royaux des chefferies traditionnelles. C’est dans ce registre que l’attention du ministère se focalise sur le site de l’ancien port des esclaves de Bimbia, l’un des plus grands lieux de la Traite négrière transatlantique.
L’appui permanent à la création littéraire et artistique
Dans le cadre de sa mission de développement de l’industrie culturelle, le MINAC, procède, grâce au Compte d’Affectation Spéciale pour le soutien de la Politique Culturelle (CASSPC) mis en place par le Président Paul BIYA, à des appuis aux acteurs de divers domaines : art musical, arts plastiques, arts dramatiques, arts littéraires, arts cinématographiques, etc. En plus, il faut noter l’appui accordé à plusieurs festivals à l’instar de : Ecrans Noirs, (récemment reconnu d’utilité publique par le Chef de l’Etat), Medumba, le FESCARHY, Abok i Ngoma, Couleurs urbaines, Festival Nyem Nyem, Ngondo, Ngouon et bien d’autres. Dans un communiqué rendu public dans le quotidien Cameroon-Tribune du lundi 22 août 2016, le MINAC par souci de clarté et de transparence a publié la liste des bénéficiaires pour le compte du premier semestre, des appuis octroyés en faveur des acteurs et promoteurs de la culture. Appuis qui se chiffrent à 331 133 979 de francs CFA.
La promotion des industries culturelles
Sous ce prisme, le projet de performance du Ministère des Arts et de la Culture pour l’année 2016 a mis en priorité quatre projets majeurs. Il s’agit notamment de la restructuration et la réhabilitation du Palais des Congrès de Yaoundé comme lieu d’épanouissement des talents culturels , l’organisation des 2ème assises sur les entreprises culturelles et les industries créatives tenues à Yaoundé du 27 au 29 avril 2016 , l’organisation du Salon International du Livre de Yaoundé (SILYA). Cette édition du SILYA a été marquée par: le concours littéraire de « nouvelles » jeunes auteurs, la déclaration de Yaoundé contre le terrorisme, le gala pluri-artistique, les séances de dédicace par les grandes plumes telles que Gaston KELMAN, Calixte BEYALA, HEMLE BOUM, Paul DAKEYO, Eugène EBODE … Autant d’activités auxquelles ont pris part des dizaines de délégations étrangères, plus d’une centaine d’exposants (libraires, éditeurs auteurs ; diffuseurs) ; des milliers de visiteurs. L’organisation de la huitième édition du Festival National des Arts et de la Culture (FENAC) du 07 au 13 novembre 2016 à Yaoundé qui entend être un grand moment d’exaltation du génie artistique et culturel camerounais. Le MINAC fidèle a sa mission d’animation culturelle des grands événements, accompagnera la CAN 2016.
Pour traduire en actes la pensée présidentielle : « Toute culture, pour être viable, a besoin de moyens et de lieux appropriés pour son expression et son rayonnement», il apparaît important de mettre en lumière quelques perspectives structurelles dont l’impact sur l’industrie culturelle est à forte valeur ajoutée. Il s’agit notamment du projet d’infrastructures culturelles à l’instar de la Bibliothèque Nationale, l’Institut National des Arts et de la Culture (INAC) en construction à Mbankomo, la Cinémathèque Nationale, les Salles de spectacle et maisons de la culture dans les différentes régions du Cameroun.
L’attention particulière réservée aux arts spécifiques et premiers
Le MINAC accompagne le dynamisme des acteurs, entrepreneurs, et promoteurs de ces secteurs à l’instar du défilé de mode « K-Walk » et de Miss Cameroun 2015, événements dont l’éclat a été rehaussé par la présence de la Première Dame Madame Chantal BIYA. L’édition 2016 de Miss Cameroun a bénéficié de l’appui conséquent et multiforme du MINAC.
La relance de l’industrie cinématographique
Dans l’optique de la redynamisation du cinéma camerounais, il a été organisé à Buéa, un atelier dont l’objectif porte sur l’élaboration de la stratégie nationale de relance de ce secteur d’activité porteur d’un fort potentiel de croissance et d’emplois. Il a été ainsi question pendant trois jours, du 31 août au 2 septembre 2016, de mener une concertation large avec l’essentiel des acteurs provenant du secteur privé cinématographique, des entreprises commerciales et citoyennes, de la société civile culturelle et des pouvoirs publics. Les propositions recueillies permettront d’identifier et de mettre en œuvre des mesures de relance durable de cette activité.
La modernisation de la gestion collective du droit d’auteur et des droits voisins.
L’option prise par le Gouvernement, sous la coordination du Premier Ministre Philemon YANG est orientée vers l’amélioration continuelle de la gouvernance dans le secteur du droit d’auteur. La réforme intervenue le 25 septembre 2015 a connu des éléments de matérialisation notamment la désignation des présidents et membres des commissions d’arbitrage et de contrôle des Organismes de Gestion Collective (OGC), lesquels ont pris fonction en mai 2016 et sont à pied d’œuvre pour la production des différents mécanismes visant à garantir l’orthodoxie, la sérénité et la performance dans ce secteur d’activité. A travers la Commission de Contrôle des Organismes de Gestion Collective, le MINAC accompagne la modernisation des Organismes de gestion collective (OGC) et marque un intérêt particulier à l’amélioration du statut et de la condition sociale de l’artiste camerounais.
Translation - English Culture as the Springboard to Emergence
Our conception of national cultural policy is inspired by the very strict and forward-looking guidelines that the President of the Republic, His Excellency Paul Biya, laid down in his book, Communal Liberalism, and in his various speeches, including a memorable one delivered at the UNESCO general conference in 2009. In this respect, the Ministry of Arts and Culture intends to meet this cultural development goal in three domains, namely:
(i) The conservation and enhancement of collective memory,
(ii) The progressive development of creativity and
(iii) The promotion of cultural activities.
This move is aimed at increasing the international cultural presence of Cameroon, which is ''Africa in miniature'' and also a real reservoir of cultural and artistic treasures, identifiable through its 04 cultural spheres: the Sawa, the Grassfield, the Sudano-Sahelian and the Fan-Beti.
Culture, in this regard, is understood as the identity and philosophical base on which Cameroon’s emergence should be built. Indeed, Cameroon, an exceptional mosaic of ethnic groups, sees culture as a vector of its unity and national integration.
A Cultural and Artistic Revival, as in the Musical Node, "La"
The cultural revival event organized in January 2016 by the Ministry of Arts and Culture demonstrated the ambition to inject enthusiasm into cultural life and to highlight the potential for artistic creation and creativity (which abounds in Cameroon in all forms), as well as in the vast treasure of our cultural heritage, be it tangible, intangible or archival. Being the first of its kind, the event was placed under the theme: "The Cultural Bedrock and Challenges of Emergence." It was aimed especially at "showcasing the contents of our culture and at anticipating its contribution to the emergence of our country." Lovers of culture were able to grasp this cultural wealth through open-house events at the National Archives, through an exhibition of a collection of visual arts at the Reunification Monument, a panel discussion, film screenings and a grand multi-arts and cultural evening at the Hilton Hotel in Yaounde, on the theme bringing together talents and bridging generations.
The promotion of cultural heritage
The Ministry of Arts and Culture has been carrying out several activities in this field, including the general registry and upgrading of tangible and intangible cultural heritage, the rehabilitation of collective memory sites (such as The National Archives and its annexes of Buea, the Reunification Monument, the Fiftieth Anniversary Independence Monument) and the assistance for various royal museums in traditional chiefdoms. It is within this context that the Ministry is focusing its attention on the Bimbia historic slave-port site, one of the most important places of the Transatlantic Slave Trade.
Permanent Support for Literary and Artistic Creation
As part of its mission to develop the cultural industry, MINAC has been supporting, with the help of the Trust Fund for the Support of Cultural Policy (TFSCP) set up by President Paul Biya, actors in various areas, such as music, visual arts, drama, literary arts, film, etc. It is also note-worthy to mention the support for festivals like the “Ecrans Noirs”, (which the Head of State recently qualified as useful to the public), Medumba, FESCARHY, Abok i Ngoma, Couleurs Urbaines, the Nyem Nyem, Ngondo and Ngouon festivals, just to name a few. In a statement issued in the Cameroon Tribune newspaper of Monday, August 22, 2016, the MINAC, for the sake of clarity and transparency, published the list of beneficiaries for the first semester. This support to the actors and promoters of culture was worth 331,133,979 CFA francs.
The Promotion of Cultural Industries
In this light, the road map of the Ministry of Arts and Culture for the year 2016 has prioritized four major projects. These include the restructuring and rehabilitation of the Yaounde Conference Centre as a venue for the development of cultural talents, the organization of the 2nd conference on cultural enterprises and creative industries held in Yaoundé from 27th to 29th April 2016, the organization of the Yaoundé International Book Fair (YIBF). This session of YIBF had the following milestones: a “short-story” contest for budding authors, the Yaoundé Declaration against terrorism, a multi-arts gala, the signing of autographs by famous writers such as Gaston KELMAN, Calixte BEYALA, HEMLE BOOM DAKEYO, Paul Eugene EBODE, and so on. These activities were attended by dozens of foreign delegations, more than a hundred exhibitors (including booksellers, publishers, authors and broadcasters) and thousands of visitors. The organization of the 8th edition of the National Festival of Arts and Culture (known by the French acronym, FENAC) from 7th to 13th November 2016 in Yaoundé is expected to significantly kindle the Cameroonian cultural and artistic genius. MINAC, in keeping with its task of culturally animating major events, will accompany the 2016 African Nations Cup (ANC).
To give concrete effect to the Presidential thought according to which "for any culture to be viable, it needs resources and appropriate space for its expression and influence," it is important to highlight some structural prospects which profoundly impact on the cultural industry. These include cultural infrastructural projects like the National Library; the National Institute of Arts and Culture (NIAC), which is under construction in Mbankomo; the National Films Archive, as well as concert halls and culture houses of different regions of Cameroon.
The Special Attention Devoted to Specific and Primitive Arts
MINAC has been accompanying the actors, entrepreneurs and promoters of these sectors like the "K-Walk" fashion-show and the Miss Cameroon 2015 events, which the First Lady, Mrs. Chantal Biya, graced with her presence. The 2016 edition of Miss Cameroon benefited in many respects from a sizeable support from MINAC.
The Revival of the Film Industry
In the context of the revitalization of the Cameroonian film, a workshop was held in Buea, aimed at developing a national revival strategy for this sector of activity, which has a strong growth and employment potential. For three days (from 31st August to 2nd September 2016), participants conducted extensive consultations with key stakeholders from the private film sector, country-based commercial enterprises, civil cultural firms and public authorities. The proposals collected therefrom will help us to identify and implement a sustainable stimulus for this activity.
The Modernization of the Collective Administration of Copyright and Other Related Rights
The option taken by the Government, under the coordination of the Prime Minister, Philemon YANG, is geared towards the continuous improvement of governance in the copyright sector. The reform, which went into effect since September 25, 2015, has yielded some fruits, including the appointment of chairpersons and members of the steering and control commissions of Collective Management Organizations (CMO), who took office in May 2016 and are hard at work producing different mechanisms to ensure optimum orthodoxy, serenity and performance in the industry. Through the Commission for the Control of Collective Management Organizations, MINAC accompanies the modernization of collective management organizations (CMOs) and is particularly interested in improving the status and social conditions of the Cameroonian artist.

I am Bonaventure M. SALA, Associate Professor of English in the Department of English at the University of Yaounde 1 in Cameroon. There, I teach Writing Skills, Stylistics, English Grammar and Lexicology and Translation Revision techniques. I am interested in the contrastive studies of the cohabitation of French and English in the Cameroonian context.
I am also the Head of the Translation Department in the Ministry of Arts and Culture in Cameroon. My duties include revising translated texts carried out by other translators in the department, and also coordinating the compilation of a corporate terminological bank for the Ministry.
