English to Russian Bus/Financial Management

The term cluster refers to an interconnected network of teams or colleagues working in a given area, eg western European cluster, Eurasian cluster.

I am aware of the calc кластер but am looking for something with a bit more content and cultural resonance.

Any ideas?

I have been asked to help translate someone's job title, which in English reads, "Cluster Strategy leader Russian cluster"

My current answer is something along the lines of "Ответственный за стратегию кластера в русскоязычном пространстве"
