foreign exchange constraint/limitations

economic growth entails a deterioration of the trade balance through a boom in imports not counterbalanced by the expansion of exports. So a depletion of foreign reserves ensues, which may result in the depreciation of the foreign exchange and an inflationary shock (imports are more expansive in local terms).

Countries with foreign exchange controls are also known as "Article 14 countries," after the provision in the International Monetary Fund agreement allowing exchange controls for transitional economies. Such controls used to be common in most countries, particularly poorer ones, until the 1990s when free trade and globalization started a trend towards economic liberalization. Today, countries which still impose exchange controls are the exception rather than the rule.

La restricción externa ha sido una limitación histórica al desarrollo de la Argentina en tanto el
nivel de actividad y las tasas de crecimiento económico se han visto restringidas por la disponibilidad
de divisas. Los primeros “cuellos de botella” en el sector externo que vivió el país remiten a la década
de 1930 y se hicieron manifiestos en diferentes momentos del modelo de sustitución de
importaciones.
