Definitely overused Sometimes it seems like almost everything in Spain/Spanish is somehow "técnico/a". They seem to like to stick it in wherever they can.

I think "technical" may be wrong here - "técnico" is often a false friend. But it's hard to tell from this fragment of text what the document is. Can you give us some more context, Monica? Who is it for, and what does it contain?

Technical contracting specifications

That's only one option, others are available. It really depends on what the "contratación" refers to. In this case, an insurance policy, 'contracting' seems appropriate.
