These are angiography findings:
L'axe iliaque gauche occlus en commun et en externe. Il y a un court moignon perméable à l'ostium de l'iliiaque commune gauche.
Moignon? Are they saying the left common and external iliaques are occluded, but there is a small section/portion of the ostium of the left common iliaque that is open?

I think in this case it has to be at the junction between the aorta and the common iliac artery
If you scroll down to Figure 3, you will see that 'stump' refers to the appearance of a short patent section of artery on the angiogram
