Thank you David! the " deemed + infinitive + past participle" is deemed a highly articulate construction across all registers, and particularly prominent in legalese. Nothing " clumsy" at all about it (except in the minds of demented Austronauts!!).

'We've had this one before' and a 'deeming' Spanglish construction doesn't sit or fit well for a sentence opener.

disagree Andrew Bramhall : It fits a lot better then splitting up 'receipt' and ' of the file, a typical non-native entry level blooper. And you even cribbed the 'spanglish' idea from that 2009 answerer. You really are a transparent fraud. 'Receipt of the file is acknowledged"
