It is more or less a synonym of what you already have in the text in English ("for and on behalf"). "Noe" is an abbreviation of "nomine" (Latin: "in the name"). It is used in this context, i.e. when a lawyer appears at court on somebody else's behalf (as Veronica Rossignaud did in your example).
