Jobless people who are available for work but who are not actively seeking it because they think they have poor prospects of finding a job. Discouraged workers are not counted as part of the labor force or as being unemployed.

हतोत्साहित या निराश कर्मचारी ऐसे रोज़गार रहित व्यक्ति होते हैं जो काम के लिए उपलब्ध तो होते हैं परंतु जो सक्रिय रूप से कोई नौकरी प्राप्त करना नहीं चाहते क्योंकि उन्हें लगता है कि उन्हें नौकरी मिलने की संभावना बहुत कम है. हतोत्साहित या निराश कर्मचारियों की गणना श्रमिक बल के हिस्से या बेरोज़गार लोगों के रूप में नहीं की जाती.
