In this context 'a national institution' would be '全国民的アイドル(zenkokuminn-teki aidoru)'.

Thanks! I think「全国」的(zennkoku-teki)has a geographic meaning, while 全「国民的」(zen-kokuminnteki) sounds more about a people ;-)
agree mstkwasa : I would leave 全 out - 国民的アイドル sounds most natural to me.
