Brak kontekstu, brak pewności. Czy Szanowna Pytaczka zechciałaby rozjaśnić?
Takie sformułowanie (z trybem dokonanym) sugeruje, że "rozwiązania" zostały wypróbowane, ocena była ujemna (nie przeszły = próby niezaliczone), ale taka ocena spowodowała utwierdzenie się (wojska?) w przekonaniu, że te "rozwiązania" są skuteczne.
Ja bym napisał: ...nie były poddawane (albo: nie zostały poddane) próbom, które by potwierdziły (albo: mogłyby potwierdzić) ich wysoką skuteczność. IMO prosto i jednoznacznie.
