Introduction and Research
This Protocol and Training Guide is a tool for police officers to recognize and respond safely to incidents in which a person decides to attempt to die at the hands of a police officer. These encounters are called “Suicide by Cop” (SbC) incidents.
Suicide by Cop incidents have been a concern in the policing profession for years, but PERF is unaware of any previous efforts to create training protocols on this topic.
Many SbC incidents can be resolved without using lethal force against the suicidal person, and without endangering officers or the public.
This Protocol and Training Guide is designed to bring the key elements of SbC training to all officers in departments of any size.
 
How this Training Guide was developed
This Training Guide was developed by the Police Executive Research Forum (PERF), a research organization with a membership of police chiefs, sheriffs, and other law enforcement leaders. The Guide was developed by PERF staff members working with police and sheriff’s officials, including experienced use-of-force trainers, specialized SWAT/ Emergency Service Unit personnel, and a psychologist with more than 40 years of experience working with police departments.

What is a Suicide by Cop incident?
A Suicide by Cop incident is an encounter in which a suicidal person attempts to die by suicide by forcing a law enforcement officer to use lethal force.
For example, a suicidal person may point a firearm (or toy gun, replica gun or other object that resembles a firearm) at the officer or a bystander.
Or the suicidal person may run toward the officer with a knife or other dangerous object.
In some SbC incidents, the suicidal person repeatedly tells the officer, “Shoot me.” However, in other cases, the person says nothing.
The defining characteristics of SbC incidents are that the subject:
Threatens the life of the officer or another person, or
Attempts to make the officer believe he poses such a threat,
In order to give the officer no choice but to use lethal force to stop the threat.

Denne opplæringsveilederen er et verktøy for polititjenestepersoner for å gjenkjenne og respondere trygt på hendelser der en person har bestemt seg for å dø ved hjelp av politiet. Dette kalles "suicide by cop"-hendelser (SbC).
"Suicide by Cop"-hendelser har vært en bekymring i politiet i flere år, men PLFF er ikke kjent med tidligere forsøk på å opprette opplæringsveiledere for dette emnet.
Mange SbC-hendelser kan løses uten å bruke dødelig kraft mot den suicidale personen, og uten å sette andre polititjenestepersoner eller publikum i fare.

Hva er en "Suicide by Cop"-hendelse?

En "Suicide by Cop"-hendelse er et sammentreff der en suicidal person forsøker å ta selvmord ved å tvinge en polititjenesteperson til å bruke dødelig kraft. For eksempel, kan en suicidal person peke med et skytevåpen (eller en lekepistol, replicavåpen eller annet som ligner på et skytevåpen) mot politiet eller en tilskuer.
En suicidal person kan løpe mot tjenestepersonen med en kniv eller en annen farlig gjenstand.
I noen SbC-hendelser sier den suicidale gjentatte ganger til polititjenestepersonen "Skyt meg". I andre tilfeller derimot, sier personen ingenting.
De definerte kjennetegnene til en SbC-hendelse er at objektet:
Truer livet til en polititjenesteperson eller en annen person, eller
forsøker å få polititjenestepersonen til å tro at han er en stor fare,
slik at polititjenestepersonen ikke har noe annet valg enn å benytte dødelig makt for å stoppe trusselen.

  • In-depth knowledge of the police and the criminal case field in particular, both from the police and prosecution side after 19 years in the force.
  • As the first woman in Oslo, I took a diploma as an automation mechanic and got top marks in, among other things, technical English.
