Al GORE: Well.... uhm... we... we should try every pathway and... uhm... Jens Stoltenberg’s a good friend of mine, I have tremendous respect for him and so I... I will not discard his...his belief. I... I think that national agreements are insufficient simply because most of the growth in these emissions is going to be in the developing countries ... and ... while it’s perfectly conceivable that Italy and the United States will, eventually hopefully soon, get to the point where we would be willing to have national agreements and certainly Norway would be there or already is there.
It is less... it... it’s... it’s less easy to imagine the Democratic Republic of Congo or... uhm... uhm... pick your own example, Myanmar... uhm... some of the developing countries that are... are struggling economically and have so many needs to meet. The idea that they are going to do this on their own without some assistance, it is...it’s more difficult to imagine. And the only way some assistance can be put in place is with a global agreement.
Uhm... what prime Mr Stoltenberg is reacting to is the failure in Copenhagen and not only Copenhagen the failure over a twenty-year period from the...the time in... in... in... in Rio De Janeiro, when this process was begun a long time ago. So, I do understand it. Uhm... and... regional hemispheric agreements... I’m... I’m not optimistic about that. And... and... and, yet, I do see the difficulty of continuing on a global agreement. Maybe the design of the global agreement needs to be changed. Maybe that’s where the most productive adjustments can be made. But I personally believe we still need the global agreement.
A.A. ENGHAUGH: Do you expect any good news from Mexico and the upcoming conference?
Al GORE: Well... I’m gonna choose my words carefully. Uhm... well... it’s just between us here in this room... ehehehe... but on... on the eve of the meeting I would certainly not like to express any discouraging words about it. But I think a realistic assessment is that without US leadership and without the US Senate passing legislation, uhm...it’s difficult to see significant advances at Cancun. I will certainly continue the hope for, but I...I...I think we should be realistic about the fact that it’s not likely to produce any major breakthroughs.
A.A. ENGHAUGH: If we go back to the days of the Nobel Peace Prize in Oslo, 3 years ago, what has happened to the sense of urgency that we experienced at that point time, the time of global change?
AL GORE: Well…I think that a number of factors intervene. I think that the global financial crisis and great recession had an impact because the plans for solutions had not yet advanced to the stage where nations around the world could see this transition as part of the solution to the economic crisis. I…I…I think there is a growing awareness that it…it…it is one of the things we need to do to get the global economy growing in a sustainable way. But I…but I think that the economic crisis naturally made many focus first of all on how… how can we put people to work immediately. Secondly, I… I don’t think that we can… uhm… underestimate the effectiveness of this massive disinformation campaign that I referred to earlier. It has been well documented now in a number of… of very well researched books… uhm… it is a disgrace… uhm… there is a recent book called “Merchants of doubt”… uhm… the title comes from one of the memos of this… uhm… group of carbon polluters that got together and agreed to spend all this money to create doubt. And they said “Our... our product is …is doubt”. And… you know the way we think about a crisis like this is itself part of the challenge. The neuroscientists and psychologists tell us that, as human beings, we naturally respond quickly and urgently to the kinds of threats that our ancestors survived. If a… if a snake slithered up that isle… uhm… the people sitting next to the isle wouldn’t be calmly debating the shape of the snake’s head and color scheme. They would just instantly clear… uhm… because our ancestors who didn’t react that way are not our ancestors. People with… other human beings with weapons produce an automatic response for a similar reason. But when a larger threat… can only be perceived through the use of our reasoning capacity, we’re capable of that, too. That’s…that’s good news. But it’s not automatic, it’s not visceral. It requires contemplation, it requires communication, it requires a form of agreement that indeed this is a threat. And because the climate crisis has manifestations that are distributed globally, it masquerades as an abstraction. And because the length of time between the causes and the consequences is mediated by the oceans, and therefore slowed down, that period of time is longer than we’re used to dealing with so it gives us the illusion that we have the luxury of time. Neither of those assumptions is correct. In the 1930’s, when Winston Churchill wrote about the gathering storm observing Hitler, he made a speech when Nevil Chamberland was Prime Minister of England, and he said “We are entering a period of consequences”. And I think we are now entering a period of consequences with Pakistan and Russia and the other things that I’ve noted. And by connecting the dots globally and…and putting this organized effort to… to create artificial doubt in perspective, I think we have a chance to get more quickly to the kind of shared agreement. I would say this, to the members of the business community: most in the business community are not a part of this denial and I think that business leaders ought to, in theory, have an interest in calling to account your responsible … uh … members of the community who engage in unethical practices by creating false doubts. Because, you know, let’s…let’s face it, there are… there are some business plans that only make sense if they can continue to use the atmosphere as… as an open sewer. And…and, and since that hurts everyone else, those in the business community who don’t agree with that can be far more effective than I can be in saying “Hey! That’s giving many people a bad name. That’s not right.” I hope that we’re getting closer to that point.
A.A. ENGHAUGH: You have referred to the COP15 in Copenhagen and it seems like business is doing more than politicians in terms of practical initiatives.
AL GORE: Yes.
A.A. ENGHAUGH: How come?
AL GORE: Well, I think part of the answer is..is that we…we…we ha…we face a… problem in the world community of, uhm, too many bad political decision making processes. Uhm, I am most familiar with the political system in my own country but I see similar phenomena elsewhere around the world. Uhm… I…I think there have been a lot of bad decisions and I think that, uhm, businesses often quicker to recognize the reality as it’s unfolding and political leaders, uh, often are way too vulnerable to the loudest special interest that has, uhm, the most at stake in preventing… [END OF VIDEO]

L’idea che essi stiano per fare ciò da soli, senza alcun aiuto, è … è più difficile da immaginare. E il solo modo per rendere concreto qualche tipo di aiuto è attraverso un accordo globale.
Uhm … ciò a cui Mr. Stoltenberg sta reagendo è il fallimento di Copenaghen e non solo Copenaghen, ma anche il fallimento di un periodo di vent’anni a partire dai … dai tempi di … di … di … di Rio De Janeiro, quando tale processo fu iniziato tanto tempo fa. Quindi comprendo ciò. Uhm … e … accordi emisferici regionali … io … non sono ottimista al riguardo. E … e … e, tuttavia, noto la difficoltà nel portare avanti un accordo globale. Forse la struttura dell’accordo globale ha bisogno di essere cambiata. Forse è lì che le modifiche più efficaci posso essere attuate. Ma personalmente credo che abbiamo ancora bisogno di un accordo globale.
A.A. ENGHAUGH: Si aspetta buone notizie dal Messico e dalla prossima conferenza?

A.A. ENGHAUGH: Se torniamo indietro ai giorni del premio Nobel per la Pace a Oslo, tre anni fa, cosa ne è stato di quel senso di urgenza che abbiamo sperimentato in quel momento, al tempo del cambiamento globale?
AL GORE: Bene … credo che intervengano diversi fattori. Se un … se un serpente strisciasse su per quell’isola … uhm … le persone sedute vicino all’isola non discuterebbero tranquillamente della forma della testa del serpente o del suo colore. Sparirebbero immediatamente … uhm … perché gli antenati che non hanno reagito in quello stesso modo non sono i nostri antenati. Le persone con … altri esseri umani armati producono una risposta automatica per un motivo simile. Ma quando una minaccia più ampia … può essere percepita solo attraverso l’uso della nostra capacità di ragionare, anche noi siamo capaci di ciò. Questa è … questa è una bella notizia. Ma non è automatico, non è viscerale. Richiede contemplazione, richiede comunicazione, richiede una forma di accordo sul fatto che in realtà questa è una minaccia. E poiché la crisi climatica ha manifestazioni che sono distribuite globalmente, essa si spaccia per astrazione. Source text - English "Vasco da Gama was born in either 1460 or 1469 in Sines, on the southwest coast of Portugal, probably in a house near the church of Nossa Senhora das Salas. Sines, one of the few seaports on the Alentejo coast, consisted of little more than a cluster of whitewashed, red-tiled cottages, tenanted chiefly by fisherfolk. Vasco da Gama's father was Estêvão da Gama. In the 1460s he was a knight in the household of the Duke of Viseu, Dom Fernando, who appointed him Alcaide-Mór or Civil Governor of Sines and enabled him to receive a small revenue from taxes on soap making in Estremoz.
