Il s'agit de la traduction d'un diplôme d'une université de l'état de Virginie qui a été délivré le 15 mai 2004 A.D., et cette date est suivie de la mention ci-dessus.
Voici la phrase complète :
"In Testimony Whereof this Diploma, signed by the authorized officers of the University under the corporate seal attested by the Registrar, is granted at Fairfax, Virginia, this fifteenth day of May, A.D. 2004 **and of the Commonwealth the Two Hundred Twenty-eighth.**"
Je ne connais pas cette formulation. De "commonwealth", Termium dit ceci: "Le terme anglais est le générique officiel de certains des États américains, soit le Kentucky, le Massachusetts, la Pennsylvanie et la Virginie." - mais alors, qu'est ce 20028th? le 20028ème jour ? de quoi ? (20028 jours = à peu près 55 ans, ce qui nous ramènerait en 1949?). In other words, I'm stuck.

There are too many ''de'' in there, it seems.

you may want to preserve the "and" if you can "stitch" in FR between the AD number and the Virginian ordinal year number

of course it's not 20028 but 228 (should I say that I was a bit tired when I posted this...?)
Donc ce serait quelque chose comme "en l'an 228 de l'État de Virginie"? Would this even mean anything in French?..

1776 + 228 = 2004 Virginia became the ''Commonwealth of Virginia'' in 1776:

In colonial times, Virginia was officially known as the Colony and Dominion of Virginia. When the 13 colonies broke ties with the British Crown during the Revolution, the old name was no longer suitable. The delegates to the convention in Williamsburg, when the first Constitution of Virginia was adopted on June 29, 1776, used commonwealth as the name for the new form of government.
