SECRETARÍA GENERAL DE HACIENDA

Spanish to English Law/Patents Law (general)
This is the header of a document for Spain.
MINISTERIO DE ECONOMÍA Y HACIENDA also appears in the same header for which MINISTRY OF ECONOMY AND FINANCE seems to be the official translation. But having SECRETARÍA GENERAL DE HACIENDA in the same header makes me wonder if this is a separate ministry or the office of this particular minister, in which case is it OK to say “Office of the Minister of Finance”? Doesn’t ring true some how!
You help is appreciated.

Añado: en España no hay Ministerio de Economía y Ministerio de Finanzas, como dos ministerios separados como ocurre en otros países. En España está todo en uno.

¿Te refieres a España? La Secretaría Gral. de Hacienda es en realidad una *subsecretaría* que depende de la Secretaría de Estado de Hacienda y Presupuestos. Esta, a su vez, depende del Ministerio de Economía y Hacienda.

Por lo tanto, no se trata ni de un ministerio diferente del de Economía y Hacienda, ni de la oficina de la Vicepresidenta Económica y Ministra de Economía y Hacienda.

This is a difficult one to pick. I was in a rush to deliver, so thanks to Angelica’s references I went with “General Secretariat for the Public Treasury” as found here: General Secretariat for the Public Treasury: directs and coordinates activities relating to tax policy, http://www.meh.es/en-GB/Areas%20Tematicas/Impuestos/Paginas/default.aspx Now, taking into account comments from others, including Allegro (Treasury “not used in continental countries”) and FVS’ suggestion (Secretariat General for Taxation) and considering a discussion on a related term http://tiny.cc/v43ka I would be more inclined to go with “Secretariat General for Taxation”, the reason being that the Spanish government (and other governments) does not always have good official translations of its “Ministries”, “Departments” etc. so until they come up with better ones and until they tell us (translators) otherwise, I feel it’s better to stear clear of trying to translate these “departments” into what might be seen as their equivalents in other countries, and better to understand the hierarchy and function of the department in question and come up with a fitting term. So that said, although I used Angelica’s suggestion (many thanks), I’m going to chose FVS’ answer for the glossaries

Whether or not it is used in 'continental 'countries is an irrelevance as we've been asked for an English translation without a specified target audience.

Ministry of Finance office is an option. If you put it in quotes you get 492,000 hits on google.

Another option that comes to mind is use "Ministry of Finance" for the first heading, and "Office of the Secretary General" for the second.
