I have seen translations on several Internet sites, including ProZ, but I'm not convinced that they fit here. It seems to me that in this context the term means something like 'closing the file', rather than opening it, because it follows in sequence after 'admission of evidence'. I'd like to know what you legal experts think.

The country is Mexico:

De acuerdo a USAID esta herramienta incluso supera a mecanismos de publicación y búsqueda de resoluciones de autoridades de competencia a nivel internacional. Por ejemplo, el Buscador muestra gráficas de avance de las investigaciones en curso e.g. en cuál de los cinco períodos de investigación se encuentra el caso; si se está en la etapa de desahogo de pruebas o en la de **integración del expediente**. Firmas consultoras estadounidenses especializadas en economía han señalado que el Buscador es mucho más amigable y potente que el que mantiene la Comisión Federal de Comercio de los Estados Unidos .

What type of legal procedure is this, criminal, civil ...? I believe your term IDE pertains to once the "investigacion" is done and they're ready to go to trial for the "desahogo de pruebas," but it would be important to know the branch of law.

completing the file

I cannot claim to be a legal expert, but from a philological point of view, as it were, "completing" seems to me a valid option, and I notice that in an earlier ProZ question in which Henry Hinds successfully proposed "preparing", he also remarked that "completing" would be a good solution. It also addresses your point about how this seems, from the context, to be closer to closing than to opening the file.

After all, "integrar" means, or can mean, "completar un todo con las partes que faltaban", as the DRAE puts it.

In general terms, from the way it is used in Mexican documents, "integración del expediente" seems to means compiling or putting together the file; I don't think it specifically refers to the beginning of the process, the opening of the file.

putting the case together

Rarely, in a legal context, does expediente mean a file.

Integration of the file has been tried before - see the web ref.

The case is put together or presented post-disclosure of evidence.

I'm seriously intrested in your answer, but I could not open the first and fourth references, which appear most promising, and the second and third references use 'integration' in a broader sense, not just about individual files. Could you find more support for your answer?
