A) Am I right to think that serviço(s) in 1, 2 and 3 below refers to an organisational unit. If so. what is the correct target term?
B) Am I right to think that serviços in 4 below refers to work/tasks. If so, what is the best target term?

1. Dar oportunidade aos subordinados de progredir na carreira respectiva, em conformidade com os interesses dos SERVIÇOS;
2. Acordo bilateral pelo qual uma pessoa não integrada no quadro de pessoal assegura, com carácter de subordinação, a satisfação de necessidades transitórias dos SERVIÇOS com duração determinada.
3. O dever de lealdade, que consiste em desempenhar as funções adaptando a sua atuação aos objetivos institucionais do SERVIÇO e na perspectiva na prossecução do interesse público; 
4. O dever de obediência, que consiste em obedecer e cumprir as ordens dos superiores hierárquicos dados em matérias de SERVIÇOS e com a forma legal.

@Mário Sorry, but I included the capital letters for ease of reference. They do not appear in the source text. The source text contains no definitions section.

@ Mark There is likely a section of "Definitions" in the document where "SERVICES" is one of the terms defined. All terms in this section are used in capital letters throughout the document, in this case, to show it refers to the defined term, to whatever was defined as "SERVICES". If that's the case, it will only be "SERVIÇOS" in capital letters.

Para o 1.º termo, penso que "(state) agency" cobre todo o tipo de serviços, repartições, departamentos públicos. Office tem um sentido mais restrito.

Para o 2.º termo, services ou daily operation(s).

Organization(s) or Institution / functions or activities

I believe you are right, in 1,2 and 3 it refers to the Public Services itself, so I believe that Organization or Institution would be a good solution because it can fit several types of services. In 4, I also believe you are right and it means the work they will perform so I would maybe translate by functions.

I am sure you and the first respodnet would be right in diversifying into two different translation terms when most agency and private clients, esp. UK & US lawyers from my experience, insist on a single, consistent term, regardless of context. but a previous ProZ answer of work plan or schedule in the first weblink suggests duty rota or roster might fit the last instance.

Dept. or *agency* BTW are standard EU translations for the French 'le service equivalent'.

I meant the French equivalent of dept as well as *facility* is ''le service' as per IATE, with following entry filtered out of many entries>

Prezado Mark, pelo que entendi, refere-se ao estatuto de função pública do Timor-Leste. Em assim sendo, os termos serviço/serviços, todos, sem exceção referem-se tal qual à prestação de serviços e não à organização.
Você pode seguir tranquilamente com "services" ou um termo mais adequado indicando "prestação de serviço público".
