THE GOVERNMENT OF KINGDOM OF SAUDI ARABIA AND THE GOVERNMENT OF (…..)
FOR THE RECIPROCAL PROMOTION AND PROTECTION OF INVESTMENTS

Have agreed to the following:
Article 1
Definitions
For the purposes of this Agreement:
1. “claimant” means an investor that makes a claim under Article [‎13] (Investor-State Dispute Settlement).
2. “covered investment” means an investment:
(a) in the territory of a Contracting Party;
(b) directly or indirectly owned or controlled by an investor of the other Contracting Party;
(c) made in accordance the applicable legislation; and
(d) already existing on the date of entry into force of this Agreement, or made or acquired thereafter.
3. “disputing party” means either the claimant or the respondent.
4. “disputing parties” means the claimant and the respondent.

المُدّّعي/ صاحب المُطالبة/ الجهة المُطالِبَة/ المُحتكم (في حالة التحكيم)

Court-wise, I believe المدعي is the proper translation.
If the dispute is settled through arbitration, we could use "المحتكم", and therefore, the Respondent will be translated into "المُحتكم ضده", as per the official terms used in UAE Federal Law No. 6 of 2018
