agree  ajali: I like this. It covers everything in English term - which often refer to an individual, groups, or organizations who acted on their own without the consent or authorization by their government.

non-state actor
YANG BERTINDAK BUKAN KERAJAAN / BUKAN NEGERI

Explanation:
also guessing, based on:

- 'act' = tindakan; hence 'actor' => yang mengambil tindakan / yang bertindak.

- 'non-state' => can be either of a person / an entity 'not representing the government' or 'that is foreign to the state' where the action is undertaken.

agree  Bettina David: this sounds much better... I found that my suggestion appears only in Indonesian texts on the web, and with a rather different meaning...

non-state actor
pihak bukan kerajaan / negeri / negara

Explanation:
looking at the context, i think the ACT / ACTOR could also mean the party, either person or organization. Non-state could also mean foreign (so instead of bukan kerajaan/negara, it could be luar negara, but im pushing it here). direct translation would mean PELAKON BUKAN NEGERI though. don't fit.

non-state actor
tertuduh bukan negara/pendakwa bukan negara

Explanation:
I think there is no question about the term non-state. It clearly refer to as "bukan negara" such as in the term of non-states entity - "entiti bukan negara (diplomatic glossary). The problem is the word "actor".
Webster legal dictionary describe actor as :
ACTOR, practice. 1. A plaintiff or complainant. 2. He on whom the burden of proof lies. In actions of replevin both parties are said to be actors. The proctor or advocate in the courts of the civil law, was called actor.

So in this case, the word "actor" can refer to both side of the law -the accuser and the accused or in malay term it refers to "tertuduh" and "penuduh (pendakwa)".
