That's the best part, it's made either by putting成on the top and 龙below, or combining the two into an ultra-Jackie Chan character (http://www.hinews.cn/news/system/2015/03/02/017362389.shtml). Of course, this isn't a 'recognized' character, but then again no new word starts out as 'official'.

How to invent new characters

I think we should go old stylee and say anyone is allowed to invent a new Chinese character, but they have to actually sacrifice an ox or turtle and burn the bones to do it. If you can throw a plastron into a sacred flame and chant "duangduangduangduangduang" as it crackles, then you get to make the character.
