Menurut UU No. 23 Tahun 2006 tentang Administrasi Kependudukan, dalam bahasa Indonesia, penduduk = orang yang bertempat tinggal di Indonesia, baik orang Indonesia maupun orang asing yang tinggal di Indonesia.

Namun, dalam bahasa Inggris di AS misalnya, penduduk Amerika Serikat dan orang asing yang tinggal di AS disebut dengan istilah yang berbeda.

Yang pertama disebut citizen, dan yang kedua disebut resident.

Karena itu, 'resident' kurang pas jika dipadankan dengan 'penduduk' karena makna yang dimaksud jadi kurang jelas.

Dengan pertimbangan bahwa bahasa sumber menggunakan dua istilah yang berbeda untuk kedua istilah tsb dan untuk menghindari keraguan, maka saya mengusulkan:

resident = pemukim

permanent resident = pemukim tetap
